Runway Safety Area Improvement Project Updates

This project is completely driven by the need for Runway Safety Area improvements at the airport. In order to provide a compliant Runway Safety Area, Taxiway B must be relocated. In order to safely get passengers to and from the new terminal aircraft parking location, the building must be reconfigured. This Terminal Reconfiguration project will therefore be a multiple component project to update the existing terminal building to accomplish this goal.

The Project Elements for this project are as
follows:

  1. Airline ticketing, offices, baggage check-in and screening are expanded into the existing airline ticket office and passenger hold room space and new construction east of the airlines’ space.
  2. Outbound baggage make-up is housed in a new addition to the east of existing building.
  3. Security Checkpoint layout will be designed in accordance to the 2012 TSA Checkpoint Design Guidelines.
  4. Existing concessions will be relocated to the secure hold room.
  5. Existing baggage claim hall architectural finishes will be updated to match the adjacent facility.
  6. Rental car counters will be reconfigured to open up circulation from the baggage claim hall to the west terminal area expansion and, if possible, to provide additional rental car space.
  7. Relocated circulation/greeting space will be located at former storage space next to the mechanical room.
  8. Expansion to the north and west will house a waiting area, security screening and a secure hold room.
  9. Site improvements will be limited to grading and paving improvements necessary adjacent to the building, as well as minimal reconfiguration of the terminal parking lot to accommodate the new building space.
  10. The preferred alternative will be evaluated for Federal eligibility and stakeholder/tenant leasing scenarios. Terminal Renderings

Instrument Procedure Feasibility Project

The Friedman Memorial Airport Authority (FMAA) remains committed to providing reliable service for both commercial airlines and general aviation users of the Friedman Memorial Airport (SUN). A primary factor impacting reliability of the airport is the ability of aicraft operators to access the airport during times of Instrument Metrological Conditions (IMC). With the help of airport engineers and consultants, the FMAA will develop a study that will identify the instrument procedures improvements that may be feasible for FMA.

RSA Improvements - Project Formulation

The Friedman Memorial Airport Authority (FMAA) recently completed a Technical Analysis and upon review of the Analysis, the conclusion of the community and the FAA was that Alternative 6 would be pursued, with additional  future planning to consider elements of Alternative 7 that are necessary to accommodate airport uses displaced by construction of Alternative 6. The purpose of this formulation is to develop a phasing and funding plan to implement the projects identified in Alternative 6 that are necessary to achieve Runway Safety Area (RSA) compliance.

The Project Identified in Alternative 6 will accomplish the following:

    1. Full Compliance with C-III RSA dimensions
    2. Minimum runway to parallel taxiway separation of 320 ft
    3. All aircraft parking outside of the Runway OFA

RSA Improvements - Project 1

The relentless forward progress continues as we implement the plan to address FAA design deficiencies at Friedman Memorial Airport. The RSA Improvements – Project 1 includes elements which represent the first step toward a Runway Safety Area at the airport that complies with FAA RSA standards. In order to provide a compliant RSA, Taxiway B must be relocated 70 feet to the west. In order to clear the way for the relocation of Taxiway B, multiple other operational areas must be relocated as well.

The Project Elements for this project are as follows:

    1. Relocate the South Hangar Taxilane to provide access to these hangars. The current access will be removed during construction of future RSA improvements.
    2. Overlay a portion of existing GA aircraft parking apron to strengthen the pavement and accommodate larger aircraft displaced by RSA improvements.
    3. Modify the existing airfield perimeter fence to make it frangible along the curved portion of the fence at the northeastern boundary of the airfield.
    4. Remove an existing above ground propane tank and install a new, underground tank adjacent to the airport’s Air Traffic Control Tower.

RSA Improvements - Project 2

The RSA Improvements – Project 2 includes elements toward a Runway Safety Area at the airport that complies with FAA RSA standards. In order to provide a compliant RSA, Taxiway B must be relocated 70 feet to the west. In order to clear the way for the relocation of Taxiway B, multiple other operational areas must be relocated as well.

The Project Elements for this project are as follows:

    1. Relocate the south half of Taxiway B from a separation of 250 feet to 320 feet. This will require reconstruction of apron areas,
      relocation of the airport’s Automated Weather Observation System and various other improvements.
    2. Extend Taxiway B to the south end of Runway 13-31. This will require extensive modifications to the airport’s storm drainage system.
    3. Remove the south half of Taxiway A.
    4. Grade the south half of the Runway Safety Area (RSA). On the west side of the runway, the RSA grades exceed FAA standards and will be re-graded. On the east side of the runway, the grades are flatter than FAA standards and will be graded to improve drainage.

RSA Improvements - Project 4

This project is completely driven by the need for Runway Safety Area improvements at the airport. In order to provide a compliant Runway Safety Area, Taxiway B must be relocated. In order to relocate Taxiway B, the south bypass taxilane must be relocated. In order to relocate this taxilane, the existing ARFF/SRE building and administration office must be removed. This project therefore includes construction of a new facility for these function.

The Project Elements for this project are as
follows:

  1. Design a single building on one level to take advantage of construction and building system efficiencies.
  2. Orient the building to take advantage of solar exposure for the large equipment bay doors and adjacent aprons.
  3. Position the building on the existing site to minimize costs associated with engineered structural fill. A geotechnical soils investigation is pending.
  4. Provide reasonable maneuvering clearances adjacent to existing buildings for airport operations, ARFF apparatus, snow removal equipment, and other vehicles.
  5. Position the building to provide direct ARFF apparatus access to the runway areas.
  6. Retain as much area as possible for rental car storage and operations.
  7. Provide adequate circulation for fuel equipment operations.
  8. Position the structure to provide the administrative staff with as much visible access as possible to the runway and Terminal parking areas.
  9. Maintain existing Cold Storage building and open air canopy storage structure.
  10. Position the building to accommodate potential expansion of aircraft operation and parking to the south of the terminal.
  11. Provide public access and parking to the administration portions of the building.
  12. SRE storage and maintenance areas will not be designed to accommodate all equipment as authorized by FAA for this airport. If space for all the equipment owned by the airport is programmed, adequate space is not available on the site for a building this large. Consideration of an additional facility will be given during the Airport’s ongoing Master Plan process.
  13. Demolition of existing facilities is not included in this project. This will be completed under a separate effort.

RSA Improvements - Project 5

This project is completely driven by the need for Runway Safety Area improvements at the airport. In order to provide a compliant Runway Safety Area, Taxiway B must be relocated. This project includes construction of several elements so that aircraft parking and facilities can be moved to allow for the relocation of the north half of Taxiway B, planned for 2015.

The Project Elements for this project are as
follows:

  1. Reconstruct the aircraft parking apron north of the existing terminal to accommodate air carrier aircraft. This element will include site preparation for construction of a planned terminal addition.
  2. Prepare a site for construction of a new airport building, which will include space for Aircraft Rescue and Firefighting, Snow Removal Equipment and airport administrative functions. This element will include relocation of utilities and an access road, construction of an engineered fill for the proposed building and various other elements.
  3. Prepare a site for a taxilane, apron and adjacent hangars at the north end of the airfield. This will include relocating utilities and a road and completing earthwork and other related improvements.
  4. Provide reasonable maneuvering clearances adjacent to existing buildings for airport operations, ARFF apparatus, snow removal equipment, and other vehicles.
